# Licensing

Licensing covers licenses, surveys, deficiencies, contracts and payer agreements.

Everything here decides whether your agency is permitted to operate and permitted to bill.

## The two things that stop an agency

| A licence lapses        | **Expires** and **Renewal Due** on [Licences](/licensing/licenses-and-surveys) |
| A payer contract lapses | **End** on [Payer contracts](/licensing/payer-contracts)                       |

  Both are date-driven and both are avoidable. A lapsed licence stops operations; a lapsed payer
  contract stops payment for services you are still delivering. Review expiry dates monthly.

## The survey cycle

Survey outcomes are `NO_DEFICIENCIES`, `DEFICIENCIES_CITED`, or `IMMEDIATE_JEOPARDY`. See

## Troubleshooting

| Problem                                         | What to check                                                                                              |
| ----------------------------------------------- | ---------------------------------------------------------------------------------------------------------- |
| Licensing is missing from my sidebar            | It is limited to Organization Admins, Location Admins, and Compliance Officers.                            |
| Claims deny despite a valid authorization       | The payer contract may have lapsed. Check **End** on the payer contract.                                   |
| A renewal was submitted but still shows pending | Status reflects what you record. Update it when the authority responds.                                    |
| Cost report figures do not reconcile            | Check cost centre allocation. See [Consultants and cost centres](/licensing/consultants-and-cost-centers). |
